I plan to create a website with a graph. I would like to use pchart to create the graphs seen on a webpage. My question is a webpage considered an application? The data will be on the internet.

Hi,
Your web page is an application if it runs some server side code, PHP is an application ;o)
If you agree to make your sources publicly visible (GPL) then you don't need any license, if you're site isn't GPL then you'll need the webserver one. [You may also apply for the free one ;o)]
